For me both would be Bane.
Although I think most people would prefer the Joker.

Tough call as on paper Bane isn't as interesting a character as the Joker is but he was just so good in TDKR!!!

Joker basically laid the ground work for Bane to work off of. Without Joker's involvement, it's hard to see if Bane would have been nearly effective.
That said, Bane didn't screw around at all.
