It worked on Strange, and he was innocent. I don't read much Ghost Rider, but they would have to lock eyes first.

anyway as for the fight. IMO GR is going to be above herald level here. And if he gets close he would seal the deal with Penance stare. BUt I think DS can get lucky and hit him with the OE from a distance. And if the OE is working properly and makes contact GR should be affected.
