^ Only when he was a noob. But once RM became acclimated to his powers, he could literally pick and choose which one(s) he wanted to manifest (as seen during the final few issues of his solo series-DC One Million.)

Nah. As late as issue 24 he had no real control over his abilities (and never demonstrated any control over them in the remaining issues, it just wasn't as explicit). In DC 1 Million he says he's been able to pick his power for 'a few millenia'.
As of now he shouldn't have the ability to pick his powers, and in today's issue of Brightest Day he seems to imply that he still doesn't.
Still, his abilities manifest in direct response to the stimuli that killed him. Kill him enough times and he's going to develop an ability to beat you. That's what happened when Hitman killed him enough times (he developed a sort of cosmic power) and when a reality warper warped reality all around him (he developed Quantum Speed and then later Quantum Telekinesis, which apparently made him crazy powerful).
I don't think he'd develop a power fast enough to beat Doomsday in even 10 match ups, but he might.
The 1 Million version is almost tailor made to beat Doomsday, though. He's got a near infinite number of options available to him.
Ah I don't read Brightest Day so I was unaware of his current showings. But I am almost positive that during his solo series he was able to pick and maintain certain powers -- not to the same extent as his nigh unbeatable DC1M self, of course. But still.
Nope, I checked myself. Only in Resurrection Man 1 Million (and associated showings of the 1 Million version of the character), if you count that as part of his solo series. And that's backed up by the (extremely vague) timeline given in Resurrection Man 1 Million.
Nope. Just in DC 1 Million (his default abilities)
In the final issues of his series he comes back once as a metal guy (super strength, invulnerability) and once later as a prism guy (energy projection), but he has no control over that.
In his DC 1 Million issue proper you're right, he didn't do much.
But in another DC 1 Million tie in, the Superman issue written by DnA (or Action, or Adventure...I honestly don't know which one it was), he had "Quantum Speed" which allowed him to go so fast Superman couldn't react, and had some unknown degree of control over speed.
In the 80 Page Giant he took on the powers of a black hole.
Not part of DC 1 Million, but in an early issue, after being killed dozens of times by Hitman (trying to find the right power) he came back with a vague cosmic power that let him do pretty much whatever ("I can hear the stars sing their song, blah blah blah").
In another issue, after being caught in a reality warp, killed over and over again over the course of days, he develops first quantum speed (for the first time, chronologically, even though we had technically seen his future self use it ALREADY) and then later Quantum Telekinesis. In particular, Quantum Telekinesis made him seem like he was the most powerful member of the Justice League at the time (he was sought out by them to help with a mission, offerred membership that he turned down).
In another, earlier issue, he gains the ability to channel emotional energy into sonic force. He channels the fear/anger of a crowd into a blast so powerful that it immediately destroys a version of Amazo that was taking on the entire league, combined, and winning.
(Quantum speed would be especially useful if RM needed to gain a BFR win against an opponent.)

And like Desaad said: RM (pre-DC1M) has also gained sufficient power to one-shot a version of Amazo who had previously been owning the collective JLA (inc. Superman Blue.) He's also unlocked some sort of undefined cosmic powers, which evidently endowed him with universal oneness.
In issues #19-21 of RM's solo series, he demonstrated abilities like what I mentioned (ie. strength/speed/flight as his standard powerset.) That's what I was thinking of.

He demonstrated those abilities over the course of his run, yes, but he never demonstrated CONTROL over those abilities. They came to him at various points, is all.
