It was effectively played by a man- Clive Revill did the voice and got the credit (and noted that because of that few minutes' work he still receives fan male about it decades on).
I seem to remember that a woman's face and a chimpanzee (or some similar arrangement) were combined to make the original image shown. But basically, the Emperor was always played by a guy.

I always liked the original Emperor in the ESB hologram, much more haunting, and a bit more spirtual. I still think McDiarmid did a great job in ROTJ, and never found the difference between those two actors any problem when I watched the OT for years.
I find the new ESB Emperor (McDiarmid) in the SE, a bit cheesy, and I just don't know what it is, but so much shit that Lucas did in the PT and SE just come off as cheesy. The worst is the new song (Jedi Rocks) added in ROTJ in Jabbas palace, that just takes you right out of the movie!
I think the original ESB emperor had a more haunting quality to him... For some reason McDiarmid gave his least impressive performance in the new ESB as Emperor...
The SE Emperor is the same in all six films !! Anyway before he talks what does vader stand on ? its a round thing which lights up and makes a sound too .
Basically. Plus, I'm guessing that the Emperor was watching Vader's hologram on his end of things. That likely put Vader in the spotlight for the hologram to be made...or something.
