There's nothing Storm could do to Juggernaut. Meanwhile, he could chuck stuff at her until he connects, or until she flies away. If Storm got close enough, he could thunderclap her out of the fight.

Its not just that Storm can fly its that Juggernaut can't really attack her up there. She can dodge or deflect anything he chucks her way. And a sonic boom clap isn't going to get the job done.

Juggernaut is strong enough to throw things at escape velocity. Storm isn't as fast or maneuverable as someone like Archangel, so avoiding cars and buses flying at her at those speeds for long is unlikely. His accuracy is the most important factor, I think.

Thorm is strong enough to counter anything thrown at her with some gale force wins and some lightning. She will be firing enough stuff at Jugernaut to mess with his aim.

Something being propelled by a person fast enough to escape the pull of Earth's gravity with nothing but the momentum gained from the throw.....is gonna get buffered away by gale force winds? No.

Wait, the question is, can she even react fast enough to an object moving at the speed that Juggs will throw it?
Escape velocity at bare minimum is Mach 34ish--it takes a shuttle like 8 minutes to reach orbit at that speed. When Juggs throws shit out of the atmosphere, they don't take minutes. They take a second at most.
So he's throwing that crap at absurd Mach speeds. We're talking over Mach 16,000 or so.

Assuming there's anything to throw anyway, it's not like he's going to reach for an object or tear out the ground and then throw it before Storm can do anything. Her powers are basically instantaneous. Lots of instant weather effect scans I could pull up.
