The battle for Alicia, Surfer cannot use his speed/board in this fight or the power cosmic at all and cannot use it to further amp his strength and durability, can only use his natural strength and durability , they in character until one is ko'ed or incapacitated. Who wins?
The strength that comes with his physicality only without the pc amp, in past decades in his battle with Ben he has been presented as less or equally as strong, on planet Hulk he was at one point dominating Hulk and the warbound physically without access to his pc.
I guess that it depends on the writer. Planet Hulk Surfer would likely toy with Ben. Then again, the Hulk was still weakened by his exposure to the wormhole that brought him to Sakaar so attempting to define his strength levels is a bit murky. In my opinion, Ben is giving up a lot of weight in terms of strength. Look at how easily the Surfer dealt with the Rhino in the past.
I think the Rhino battle surfers strength was still backed up with the pc, thing about is that for several decades now Marvel has been saying that surfers strength matches an enraged Hulk when amp by the power cosmic, but many writers have made his normal range of strength very very VAGUE over the years, in the early years Ben have been portrayed has either his match or his superior, even Spider-man once put SS on his back with a punch.
Back when Surfer was trapped and weakened on Earth, Thing was definitely portrayed as being his superior in strength. Since then it's ultimately anyone's guess whether or not he's amping his strength with with PC IMO. Most people assume amping when all or part of him is glowing(like when he stopped Rhino with a glowing hand), but when you get right down to that's not a hard rule and I can totally see how some writers/artist might consider his amping a natural assumption and treat things as if he's amping even without a visible glow. Honestly, I think some of his best feats were preformed without a glow in fact. Off the top of my head, I don't think anything was glowing when he threw that spaceship however many lightyears it was or when he one arm chucked Cosmic GR, BRB, and whoever else was present at escape velocity out off/away from a black hole by Frank's chain for instance.

His powers come directly from his PC, removing his access to the PC basically makes him just norrin-rad.....every strength feat he has used the PC. There's no such thing as "amping", it's just him simply using either more or less of his PC as the case requires
When he used his "atomic strength" against thing, it was still noted by the FF that he was only using a fraction of the PC, and he was already weakend there to boot.
Against the war bound and green scar, his access to the PC was restricted, but still enough to physically dominate them
His natural strength without the PC....is his strength without having been the herald of Galactus
Saying "natural strength without the PC amp" is the same as saying Hulk's natural strength without turning to hulk
When that didn't work, he then tried to talk him out of it (which were the scans abhi happily posted while trying to claim surfer was weaker) which eventually worked
Ben has a history of anally raping Norrin and Thor in melee combat. The latter was getting smashed and buried alive and had to be saved by his on-again, off-again gf.
