Well, Orions a god and comfortably above Surfer too, but Odin being a skyfather and generally having some pretty big feats back then, I'd probably still give him the nod.

He’s one of the strongest new gods. A concept being.
Even children from these places can easily produce personally or with tech or personal power and produce cosmic level results.
Lightray would make short work of surfer. He can casually create stars and shoot supernova blasts out of his hands, and outrun Black Racer and scour galaxies in seconds. Was able to effortlessly blitz and KO Mongul in a panel. accidentally ran into a planetoid while flying and casually destroyed it. Not to mention all the stuff his Motherbox can do.
And Orion is far above him. Casual one shot or two shot level above that.
When was the last time Surfer did something like that to a being of that tier?
Or defeat a skyfather like Darkseid heads up?
Or show the level of power necessary to contain the oblivion bomb/universe destruction level?
Destroy solar systems just from the shockwaves of your fight?
One of Orions clashes with Darkseid in Superman/Batman Generations using the Astroforce against Darkseid summoning all the power of every being on Apokalips unleashed energy greater than any since the Source created everything. While Generations is Earth-38, those are just pieces of the whole of those two characters projected into those worlds.
And if he starts embracing the beast he’s even stronger, maybe the strongest in the whole new gods mythology.

Surfer survived Knull. Huge feat. You've given Orion a decent report card, but how well does he do against Herald level opponents? Who's power shook the universe? The Golem?
It was pretty clear during his time in the JLA that he was the heavy hitter beside Supes and they were all scared of his power output.
Orion breaks Surfer though, so where you feel that puts him in Marvel tiers will say more on his performance in this situation.
I mean his primary nemesis is Darkseid, who’s stronger than Thanos and he’s actually beaten him.
He’s also the only being I can recall who has ever stood toe to toe with a sun amped (not dipped, mind you but close enough where flares were going off around him) Superman without getting dogwalked and did so for most of an issue punching eachother around the globe. Batman called Orion in specifically. Wondy said it was a wise move and Manhunter commented that they wouldn’t have stood a chance without him. At the end of the encounter after escaping Superman claimed the only reason he survived the encounter was because he was amped — Man of Tomorrow 13.

Juntai, Superman did not ever fight Orion on the same level that he fought Doomsday. I'd wager that Knull would brutalize the Darkseid that Orion faced, and go a step further and say that he'd do the same to Orion

I think your overselling Orion, a d could see Shazam, Wonder Woman, Black Adam, and a few others fight Superman for an entire issue. Shazam already faced an eclipsed Superman.
The league admitted they wouldn’t have stood a chance if Orion wasn’t there against amped Supes. That’s the level he was fighting at.
But yeah, I guess if we throw away all of the times he’s leveled Superman and wrecked Darkseid and shown to be casually above any other new god save Seid or Izaya, both of whom are above Surfer and Knull and Thanos — and handwave ignore all of his Galaxy to universal+ level feats then I guess Surfer losing to Knull could possibly be slightly impressive next to his resume.
