And Luthor is pretty much single handedly responsible for making Lexor a wealthy and successful planet. He did such a good job, the people looked on him as a hero and savior.

Inspiring loyalty and success in your people is always smarter than the old iron handed dictator routine, because their strengths become "your" strengths..

Doubtful. Luthor uncovered a lot of their lost technology, lost a fight to Superman to transport water to the planet, and made it a thriving paradise..

Dooms tech and science is equal to virtually anything, but his country is basically just a wasteland, and his people downtrodden cattle.
