Superman never complained about anyone's speed ever except DD's. Superman complaining about someone's speed is not necessarily enough to show Flash like speed. But combined with Guy Gardner's and Booster Gold's comments and they fact that DD hit all of the at them same time (infinite speed) is more convincing.

That scan where someone said Doomsday was as fast as the flash was PIS and Hyperbole since Doomsday never displayed speed like that throughout the arc.

No because it is inconsistent with Hulk and what powerset he was created with.
DD has consistently shown speed throughout the comic. Hell, in the end Superman and him were still moving at super speeds.
