Yea, that would be true if she wasn't always shown in one way or another to be able to manipulate things on a cosmic scale.
If she could manipulate the Solar wind(a small portions of a Star) just by guessing and feeling things out, then a mind/Spirit such as Storm's(in continuity) could infact summon the power of the Core.
Then we have Eternity.
It's no clear perameter, really.
Also take into account the psionic/spiritual nature of her powers....
As her "daddy" Claremont said, she had no "conception" of her limitations.
In addtion to that, she was gaining spiritual and material susentance from each and every celestial body before she even began to harness it.
Then we have another writer, Greg Pak in Endsong where she states she can feel the gravitational pull of the moon on the tides.
Quite consistent with her persona of strong/mind/will/spirit etc. taking into account the psionic/spiritual nature of her persona/powers
