The trade federation are obviously very wealthy to have such a strong and sofisticated army, but they are not unlimited of course. Their budget, and their training time are limited. Plus they have to make decisions on allocation aswell. Cloning Grevious's or making more like him would obviously limit the rest of their army. Maybe far less droids, or less star ships. Maybe they don't feel the benifit out weighs the cost.
Anakindaywalker, you don't think they have a budget? So how the hell do they come up with their army? Do they just imagine having it, and Poof, there it is? They meditate on what they want. 1000 grevious's please, hmmmm ... boom, magical army of 1000 grevious's.....
They do pay the people working for them. That's why they have the InterGalactic Banking Clan. Dooku thought about getting rid of them but realized profits would drop.
i think grevious was once fully biological, but as his body detiriorated, he added mecha parts, eventually becoming what we saw him as. his bio parts are unique and cant be duplicated.
