KT can unquestionably rupture Monarch's containment suit. And even though Thor would be killed by the subsequent detonation, he would technically be the last one incapacitated. So in that scenario, he wins.

Additionally, his hammer-throws were capable of one-shotting Desak in the Destroyer armor, and busting through Insane Genis-Vell's force-fields like they weren't even there. He was also capable of slagging Cap's shield and Wolvie's skeleton with a casual burst of his eye-beams... Hell, even if time manipulation and armor breaching are taken out of the equation, there's still really not much that Monarch can do. His shields can't hold up. His armor can't hold up. His energy attacks will either be absorbed or deflected.
KT wins.

With his localized time displacement ability, I just can't see how Monarch wins this. I see the rupture, then I see Thor freeze time, and teleport out of harms way.
