I never said that God created Hell for unbelievers (in fact I have stated the opposite. Hell was prepared for the devil and his angels i.e. demons) (See Matthew 25:41).
I am not capable of answering that question because I have not been able to keep track of every sin that you have ever thought, spoken, and committed, and the number of times that you have committed each sin, what you were thinking while you were sinning, and what you were thinking after you sinned. I believe that God's angels keep a record of each person's life from birth to death and that that record will be reviewed by God to determine each person's degree of punishment in Hell. But God is so just and loving that He will give you and every other unbeliever in Jesus Christ one last chance to escape the Lake of Fire before His angel casts you into it. The Lord will go through the process of checking to see if all of your sins were paid for by the Blood of Jesus, and removed from your record. There is a record of every person whose sins are paid for by the Blood of Jesus Christ. It is called the Book of Life or the Lamb’s Book of Life (Lamb is a symbolic name for Jesus because like the lamb of the Old Testament, He too was sacrificed for the sins of many). Every person who asks Jesus Christ to save him/her from the wages of his/her sin is recorded (i.e. the name of that person) in the Lamb's Book of Life. God already knows that your name is or is not written, but for sake of being formal and giving you your due diligence, His angel will check (this is the last step before a person is cast i.e. thrown into the Lake of Fire) for your name. God's love is extended to you right now, what is your excuse for rejecting it? Why should you (or anyone else) be allowed to reject God's only provision for keeping you out of Hell (i.e. the precious, shed Blood of His Son Jesus)? Don’t you realize that when you stand before God He will remember that you declined to receive His only provision for escaping the Lake of Fire (remember: everything that you have done has been recorded and will be exposed in the Day of Judgment). God has no choice but to command His angel to cast you into the Lake of Fire because your name will not be listed among the many (but few compared to the total population that has ever existed) people who did receive and accept God’s only provision for salvation and eternal life in Heaven. God’s angel will look for your name and it will not be found.
In conclusion, every sin that you have ever thought, spoke, and committed will be laid on you for payment (I honestly do not understand why you would want to pay for your own sins). God has already laid the iniquity (i.e. sin) of us all on His Son Jesus Who paid for all sin. Your sins have already been paid for all you have to do is say, “Jesus, I accept your payment for all of my sins.” Then when you die and stand before God (the righteous Judge) the books that contain all of your thoughts, words, and deeds will be opened, and your life will be reviewed. At this point you are technically guilty of every one of those sins and God the righteous Judge must not (if He is truly righteous) brush over or wink over those sins, He must make you pay for them. Next, the angel will look to see if all of your sins have already been paid for. The angel will scan the Book of Life for your name and do you know what? He will find it! Instantly, you will enter into the joy of the Lord. You will probably be jumping, screaming, hollering, and praising Jesus for eternity that He paid for your sins.
But you know what?
Others will not be so fortunate because they rejected Jesus’ payment for their sins. Every person will go through the same process that you went through, the only difference is that their name will not be found in the Lamb’s Book of Life. God who is righteous will have no choice but to make them pay for their own sins. God’s angel will cast each one of them in the Lake of Fire (their sentence for eternity).
