Palpatine does have (near) Lightspeed reactions though. In the ROTS Novelization it's flat out told to us Anakin and Obi Wan out react to Tri fighters electronic reflexes which calculate stuff at the speed of Light. Magnaguards and Grievous are also stated to have electronic reflexes, although the Magnaguards are stated to have Near Lightspeed reflexes. This is all from the ROTS Novelization, which is 100% canon since none of those statements really conflict with what's shown in the movies.
But that's off topic, Luke wins. He was able to give a Vader a decent fight and even landed a hit on him.

And heck, having lightspeed transmission medium.... btw, electronics aren't really lightspeed, going through matter slows electricity down... is much different than calculating in no time.
Which in turn, is slower than the actuators of a droid arm or muscles.
