The "based absorbed god" thing was never mentioned in Super, so Vegeta beat down Frost with straight SSJ power.
Which also gives Piccolo's performance a lot more credibility, as it makes more sense to compete with a SSJ/SSJ2 then a SSJ God.

It depends on which Frost you're using- either ToP, or Pre-lim's.
Either way, I see Buuhan coming out solidly on top.
SSJ3 Gotenks = 8X SSJ3 Buu saga Goku
Buutenks = 2X SSJ3 Gotenks, 16X SSJ3 Goku
Mystic Gohan = 1.5X Super Buu, 12X SSJ3 Goku
Buuhan = 1.6X Super Buu + Gohan, ~ 3X Super Buu, 24X SSJ3 Goku
Now SSJ3 is a 400X Boost to base Goku. Keep that in mind. Essentially, this makes Buuhan a whopping 9,600 times stronger than base Goku, during the Buu saga.
Vegeta during the prelims hadn't gotten much stronger than he was during the Buu saga, bearing his new form. Even if he had gotten to the point where his base form was stronger than Final Form Frieza, which is possible, that would only make his base form 50X stronger than Goku's, which means that Buuhan would still be 192 times stronger than his base form, which would conversely mean that Buuhan would still be almost 4 times stronger than even SSJ1 Vegeta.
Therefore, since Frost got oneshot by SSJ1 Vegeta, even assuming Vegeta had made his base form more powerful than Namek saga Final Form Frieza, Buuhan would still be far above even SSJ2 Vegeta, let alone SSJ1, let ALONE Frost.
ToP Frost was a bit more impressive, but we can't gauge his power as accurately. I'm willing to bet he was still inferior to Vegeta, probably even base Vegeta by that point. He hadn't really gotten much stronger, if at all, since the prelims.
In short, Buuhan rofl-stomps.

Who would you give this to? I personally still don't think that would make up for the difference between a SSJ Vegeta who's Frieza level in base form, and Buuhan. Buuhan was stupid powerful, and I personally don't think anyone reached that level in Super, until they went SSJB. Early on, of course. Base Goku now makes the Androids look like feebs, and can stand in a black hole unharmed, while laughing. That's ridiculous.
Also, I don't think Frost could kill Buuhan even IF we assume he was more powerful. Buu's regeneration could literally make it simple form him to regenerate from smoke. I don't think Frost could be stronger than him in general, let alone enough stronger than him to vaporize him and his molecules entirely.

The Z Fighters certainly acted like RoF Freeza possessed the most powerful ki they had EVER felt up to that point. So Goku/Vegeta being able to stalemate him at base speaks volumes concerning their power(s). And that's important, because Goku/Vegeta only seemed to truly gain the advantage over final form Frost when they went SSJ(ie. 50x base.)
Long story short: I do think Frost is more powerful than Boohan overall, because I think Freeza was. However, I never saw any attacks/blasts from Frost that made me think he'd be able to put Boo down for any substantial length of time(let alone kill him)... And if this turns into a battle of attrition, Boo wins every single time(infinite regen+stamina, ftw!!)
...And if Boo gets into a real pinch, he should still be able to absorb, and/or candy-beam Frost's ass. /shrug
