The problem is, Spidey has fought much better than that. In their fights, Spiderman fights so-so, where Wolverine does fairly well. Doing something as stupid as letting himself get hit and never using webs is well out of Spidey's character. It's well below his potential, and so its PIS.
By the same token, bringing up Wolverine getting knocked out by bullets is just as much of a PIS showing. However, if that is regarded as PIS, would Spiderman moving slower than he has shown he is easily capable of not be PIS as well? Wolverine's durability should be used at its max, Spiderman's speed should be used at its max.
Both used to potential, Spiderman stays out of Wolverine's range with his much superior speed and fires webs at him (possibly throwing him around a bit, using the webs) until Wolverine's wrists get webbed. Once that happens, he has no real way to escape, so Spiderman wins by leisurely pouring as much web as he can get down Wolverine's throat or going psycho killer and ripping out Wolverine's heart and organs and such. Organ ripping's also viable without the webs, since Wolverine's stomach is his biggest vulnerable area, though the chances of it really working are slim. That's pretty much how I see most of the fights working, which is why I say Spiderman takes 7/10.
