I disagree. I think it is for people who want to Browse the web very fast and safe in a minimalist but smart design, while having great powerful tools included as well as in a large quantity of extensions.
It's almost impossible to accept other browsers when you got used to Chrome, cause it is just so much faster and better than them. Firefox probably comes closest, and it does have more add-ons but they slow down the whole Browser so much you could cry.
If you wanted a Mac experience why not get Safari?

I don't know, I find the design pretty clunky. It doesn't really have it's own design anyways, it's more normal windows status bars. Firefox 4 seems to go more into the Chrome diretion though, I am looking forward to that, they have some good ideas. It has some advantages, but I can live without them easily. Waiting 5 minutes for it to start up now just pisses me off though.
