Not necessarily, he saw a growing symptom that would eventually cause rampant suffering and loss of resources in the Universe (the MCU version anyway, the comic Thanos made more sense imo) and decided he had the will to fix it to salvage a desperate situation.

The ends didn't quite justify the means, but that rarely matters when end of everything is on the table.

So what your saying is Thanos was allowed to play God and decide for everyone.
