It's not though is it, neither one is going to declare war on the other ever because of the nuclear option. So they war using proxy countries, Ukraine, Israel, etc. And what they've discovered is they can funnel a fvckton of money in and get a lot more back, which means the politicians get money & power & contracts for tanks and planes and weapon systems and the money rolls in and in and in.
