I don't know - there are plenty of beautiful light skinned white blonde ladies out there though so they shouldn't find it too hard... or if not there's always peroxide and contact lenses 😉
Lol at first I thought I might like to play Fleur if I ever got the opportunity but then realised that most people are probably expecting a pale, white blonde girl with blue/green eyes even though she's only 1/4 veela? But still they are probably expecting that and I doubt I could do it with darker skin, yellow blonde hair and brown eyes! Plus I'd rather play the woman Snape falls in love with if I could 😉
Veritaserum they think the girl below is going to play Fleur. It's just a rumour but they're pretty sure she got it. Here is an interview with her:
Why did you want to try out for the role of Fleur Delacour?
I guess because I was a fan of Harry Potter, and I thought that Fleur would be very fun to play! If I were Fleur, it would be my first important part!
What did you have to do in order to get as far as you did in the auditions?
Firstly, I dyed my hair blonde, worked a lot on improving my English, and worked on Fleur's character, which helped me because I interested them.
What is the most memorable experience you've had in the Fleur auditions?
I haven't been in London; my audition was a videotape made in France! But it was funny when I made the video with a great friend of me.
Can you give a thorough description of all the steps in the audition process?
My case was very special, since I didn't even audition in London! So I don't know [about the audition process]. But Fleur will be played by a French girl, and I have some ideas...
