In order for either hulk or jugs to BFR, they would need to first overpower their opponent. Hulk being stronger is why he wins via BFR IMO. Not to mention he has attempted to BFR juggs twice so its well within his character. Im not sure i can say the same for jugs.

You're almost making Cain seem as if he has a Thanos type of personality, the fact of the matter is that the Hulk is a better fighter, faster, and can achieve higher levels of strength. Cain is only more durable, but it has been shown that he can be stopped. War stopped him, and despite the Celestial tech strapped to him it was still his power that stopped Cain.
Here's a good example, does anyone think that if Celestial tech were strapped to Spiderman that he would have a chance of physically stopping the Juggernaut? Not likely. The tech only allowed the Hulk to be at higher levels than usual at all times.

Speculative, the Hulk has displayed more power than 8th day in his history in comics. After all the Exemplars put him down right? Which means that he wasn't as powerful as some might think.... now Trion is a different story altogether, but he seemed to be more of a manifestation of Cyttorak himself.

Well The Hulk did just that in their last showing, and when he was called War, so I wasn't far off the mark with my analogy of Cain being a pin-ball, and the Hulk being the flippers.

Standstill no. Juggernaut was still moving.
Forum rules aren't comic rules. BFR is a win in battle forums only.

Do you remember how far Cain pushed War in that comic? It looked like he was using War as a dirt plow didn't it? Well WW Hulk was so strong that Cain wasn't even able to push him 10 feet.... now be honest was he? No he wasn't.
So if War was superior to WW Hulk in power (which he wasn't) why didn't Cain use him as a dirt plow? The answer is, because he could not.
War was inferior to WW Hulk in power and it is and was proven on panel.
Ok War was used as a dirt plow, WW Hulk slowed Cain up almost instantly, in fact Cain was actually running as he used War as a dirt plow. This is how you can tell which incarnation of the Hulk was more powerful... this is simple stuff, and on panel evidence shows that WW Hulk by slowing Cain as quickly as he did was superior to War.
War Hulk wasn't trying to stop the Juggernaut until he was enveloped in that green glow. War Hulk stopped Juggernaut dead, WWH didn't and couldn't. WWH got his ass kicked.
And you claim WWH slowed Juggernaut down as if Juggernaut was actually in the midst of a pushing match with Hulk.
