To answer your question, Sati and Seraph WERE turned into Smiths {as evidenced by one Smith repeating the line spoken to Sati: "Cookies need love too"}. The Oracle-Smith laughed as he now had all of the oracle's knowledge. I don't think he looked funny though - although we've never seen him laugh before, so that could be an explanation! 😛

A have a different version for Smith's laugh ( Just a theory!)..I think in that exactly moment he sees the future and he sees Neo in the crater...

When Smith infects the Oracle, Smith gains access to “The Eyes of the Oracle.” Her ability to see the entire Matrix programming (hence the reason she can predict events). Smith then sees “The end”, sees himself winning, and taking over Neo.
The Oracle is not a combat-machine, all she does it make “predictions” (as Smith elaborates on when they/he first arrives at the Oracles apartment).
When Smith and Neo meets near the end of the movie, the Oracle-Smith says "I know it is (the end), I've seen it. That's why the rest of me is just going to enjoy the show, as we know it is I who defeats you." (Something along those lines).
And when Neo lies in the crater, Smith suddenly says
"This is it. This is the end, you were laying like that, and I... I'm supposed to say... something."
1st. Jedi you are like.....a genius and know all to the matrix there is.
2nd. I am unsure whether this was stated or not. I am pretty sure many people said that the Oracle is not the mother of the matrix. In Revos she said something about him being a worthless and disobedient child. So, sorry if this was already explained.

As for the Oracle being the mother...I didn't believe it after Reloaded, because there were so many variables, including the Architect saying 'Please'. I took it in a condecending, 'no, she's not the Oracle' way, but thats not the way it was supposed to be taken...I realized this as i was in the theater, watching first, Smith call her mom, and then the Oracle and the Architect meet in the park...The Oracle is the Mother of the Matrix, but she is not an "oracle", she simply reads the coding of the Matrix and makes accurate predictions of what will happen because she was a "program initially designed to research certain aspects of the human psyche".
Also: When the Architect says “please”, when Neo guesses the Mother is the Oracle, the same Architect continues with “AS I was saying…”
He may simply be annoyed at Neo interrupting him with SUCH an obvious statement.
We do know now, finally, that the scorched skies were created by nano-machines. Whether or not they act as en EMP in a way, I do not know. However: Building a tower to reach up above the “black clouds” is a feat of engineering, WE are not close to achieve. Such a high structure would be subjected to very violent winds, it would sway far more than modern skyscrapers (which are not CLOSE to scrape any clouds), there’s static electricity and as far as humans are concerned, not enough oxygen.
We don’t know how HIGH up in the air the scorched “cloudcover” is. The Logos may’ve shut down as it is a hover-craft, which is not designed to fly vertically without anything to “push off”, and the sentinels due to statics.
But JediHDM’s explanation makes perfect sense. If the nanites short-circuit any machinery trying to pierce the “cover” it would’ve been t prevent the machines from building that exact kind of structure.

1. Sati is now the program which now causes the sun to rise. This is backed by at the end of the movie the oracle asked Sati if she did so and she replied "yes".
2. No one, nto the oracle, the architect, or merv can see past a choice.
3. Neo let agent smith take over his body because he realized that the only way to defeat him was to take smith back to the source. So when neo let agent smith take him over neo made a last task to take himself and agent smith into the source to kill both programs, but not neos mind, just the programs purpose that was given to him.
4. the architect will free all minds that want to be freed. this will not include people who like cypher would rather live in the matrix. The machines adn humans will leave together in peace and yes i believe there will be one last movie, followed by another game.
