Speaking as a game design student... Not really. It's not something extremely noticable unless you're actually thinking about
how to design a level, but it is there. All three games have excellent design, but WW's puzzles and their integration into the environment simply surpass those in SoT.
Please note I am not bashing any game here; in fact I prefer SoT to WW. But WW is technically the better-built game.
TT was probably the best overall, but I think I enjoyed WW the best because it was a giant leap past SOT in terms of fighting. I played TT right afterward, and it was polished a bit more but essentially the same game.
I played T2T after SoT, but before WW, so I got the same feeling. Plus the stealth kills made it possible to largely avoid combat, which was a godsend for me because I loved SoT for the puzzles.
Really, the only thing T2T is not the best in is terms of story. SoT's story is what I consider a model for perfection in storytelling. And introductory section, quick set-up of the main plot, main part of the game with a constant, solid feeling of progression (the Prince's shirt also acts as a perfect indicator of story progression), the false climax and twist, the final stretch, the true climax, and then a denouement that not only caps the story, but brings it full circle to the beginning.
T2T cannot achieve that same element of perfection in itself, because it is the final chapter that elevates the entire trilogy to that full circle state. But it succeeds in closing the trilogy perfectly.
