Right, I asume you mean four bursts frather than four rounds... a round would be a single bullet.
Ok, San, you roll -2 as you hurry into the fight. You then get another -1 because of using Both Guns Blazing (penalty is only -1 at Advanced). But four bursts gives you +3 so it takes you up to evens again!

ok, for the last turn, i stow my gun into my pants as i kick the head of the SWAT that was hit, so hard his neck snaps, then i continue on my kick, but right as i hit the next SWAT, my hand slips and i only hit him, but not hard.
now, i pull the gun out and shoot at the tires of the closest SWAT car, trying to blow a tire with two bursts, and the other bursts i shoot the driver with, trying to OUT him so they have to waste precious time.

Coeus, I am afraid without Eagle Eye shooting out the tires on a moving vehicle is tricky. Easier first to work out your attack on the dirver. You empty the clip into him at pointblank range, rolling +5 on your roll- enough to take him Out.
