i suggest you pick up "the end" in which thanos gains control of the heart of the universe. everybody (living tribunal included in the bunch) confronts thanos in order to relieve him of his power. he is angred by this and absorbs EVERYTHING (living tribunal included in the bunch) into himself until there is nothing left except adam warlock and lady death. 2 beings he overlooked. he was raged at the time, and not thinking clearly.

Just say Thanos with the heart of the universe, he is the only one who's ever been part of it. So in a sense it is Thanos who is the most powerful.
As said it is not a character so it cant be the most powerful. U could just say anyone who has it but Thanos has been the only one with it so im saying Thanos.
