Possibly. If you consider that even when she was drunk, she was extremely fast and precise, it should put to rest the idea that Tsunade is bad in Combat.
Remember when Naruto came at her with his kunai...she used only one finger to:
1. Pull the Kunai out of his hand,
2. Knock his forehead protector off,
3. Flicked him back 10 meters with a single finger flick.
All in a very short period of time (the anime showed the whole thing in slow-mo).
That's the type of super precise taijutsu ability she has. You would expect that from the world's best medical nin. She fully earns her very high stats from Kishimoto. She is easily and S-class: she has a higher overall stats rating than most S-Class nin.
Here are her ratings:
Genjutsu: 3.5
Hand Seals: 4
Intelligence: 5
Ninjutsu: 5
Taijutsu: 5
Stamina: 4
Speed: 3.5
Strength: 5
I would point out that she can have absurd Stamina levels because she can seal away chakra for later use.
That puts here into the S to S+ territory as far as stats are concerned. Since she is able to shatter some of Susano'o rib bones with single strikes...her Taijutsu is among the best: at least top 3 (IMO, the top Taijutsu users are: 1. Sandaime Raikage. 2. Raikage. 3. Tsunade 4. Guy 5. Maybe a Hyuga)

IMO, Neji could take down B in Taijutsu, only. Tsunade could take down B. Raikage only lost in a Lariat battle, not overall Taijutsu ability. In that regard, Raikage is still better in Taijutsu. Additionally, I think the Lariat battle they had is PIS and should be thrown out.

That version of Tsunade was broken, imo.
Also, Kabuto was said to be equal to Kakashi. Maybe not exactly equal but he is definitely a 5 in intelligence and a 5 in seals.
His speed seems better than 3.5 and is probably closer to a 4 or a 4.5 (this is a case where feats don't match stats, imo.)
But, yes, a balls-to-the-wall serious and healthy Tsunade would make short work of Kabuto, imo.

Dunno if most high level genjutsu users could break out of it, but with that one genjutsu he could severely hamper the Six Paths of Pain. Doubt he'd know such a powerful genjutsu if he wasn't a genjutsu master.
No, Bee would beat Neji if it were a match of pure Taijutsu skill. Not sure about Tsunade.
If it was Taijutsu only with amps considered, Bee is faster, and has far more powerful amps to fall back on.
EDIT: Admittedly, I was thinking of his kenjutsu skills when I placed him at #1, but the skills should be transferable. Will have to update the list. mmm

I don't mean S class, I mean Sannin. Tsunade is mentioned to be the last remaining Sannin by Chouza like it was a cage-match fight where in reality...she just lucked out.
I mean Kakashi's a full S but people still don't compare him to Jiraiya and Orochimaru, at least to my knowledge.
Why would Madara's clones be weak to lightning? Still I wish A could do that spear thing like his dad does or at least have some better shape manipulation.
