Totsuka sword is a no, since it seals souls and the Paths lack those. As for the genjutsu it's pretty hard to discern. Personally? No. Even if a genjutsu were to affect the sight of one path, said path will effectively have 6 other view points. Seems hard to capture someone in an illusion that way.

It's simple: Neji has a speed rating of 4.5 which should be more than enough to deal with B. While B is fast, he is not KCM or Raikage fast.
Neji was more than a match for Lee's speed at the beginning of the series. There are other matchups but, basically, I think Neji is effective at any speed 1.5 or less greater.
We also know that no matter how durable, you can't make your internal organs stronger. B would be made short work of by Neji. Kisame was more than enough of a match for B and his speed is 4. So even if we assume B is a low end 5 (he seems to be, imo), Neji is more than enough to keep up.
So Neji has am major advantage over B: field of vision and the ability to seal chakra points. No superficial damage required.
Keep in mind that my assessment is one of a taijutsu match, only. No biju form for B.
If B is allowed to go biju-form, Neji will lose and quite easily.

Remember that 3 paths were taken out by frogsong genjutsu. So I think it'd work.

I'm pretty sure it didn't affect the other Paths, but Jiraiya was able to kill those three at his leisure.

Prolly. If it cannot stab them to seal them, it can always cut them in half. He'd have to get the Naraka Path out of the way though, as it can resurrect any of the other Paths.
Genjutsu that affects singular Paths would at best, take out a singular path, but it wouldn't handicap them due to their shared vision; however, something like this would be able to negate their shared vision. So depends on Genjutsu.

Since when does the Totsuka Sword seal Souls? I thought it seals the entire body of the person it hits. Are you thinking of the Shiki Fuujin or something?

Only Itachi's Sunsano'o has the Totsuka Sword. IIRC Orochimaru says that the sword is legendary when he sees it. The Wiki says that its a variation of Orochimaru's own Sword of Kusanagi.
