True, but what he has done makes him a good deal more powerful than Gaiden Kakashi, who is a Jonin and in the B+ tier in Q99's list. Kamui's "intangibility" and Mokuton are exceptional power boosts.

Ebisu is a Tokubetsu Jōnin whose speciality is training young genin. As far as combat ability goes, he has not demonstrated anything to warrant him a Jōnin rank.

He lost to Jiraiya and he fell for Naruto's jutsu, which was comic relief.

And he doesn't specialize in training Genin, but the elite.

He should be either A or A+, not C+.

We've seen Ebisu fight. He is less impressive than everyone in the As. Hell, he's less impressive than Konohamaru, who is a rank below him.

Stop hating, Jiraiya is S-class, he'd take out any A-class just as easily. Be it in a comedic fashion or not.

Jaraiya is only S-?

S-class and in S, hyphen, class. One word.

Konohamaru is not an elite ninja, not in the sense that you are referring to. Neither are Naruto, Udon, or Mogi.

Based on his rank, he'd be anywhere between A- to B. Based on what we've seen from him in combat and the fact that his speciality is not combat, but the tutelage of young ninjas, he's in the correct tier. He was outperformed by Konohamaru.
I could see him moving up to B- for his skill when it comes to training.

Konohamaru is Hizuren's grandson, it makes sense that he'd receive elite training.

Also Ebisu is to Konohamaru's group what Kakashi is to Naruto's group. Based on his rank he should be up there with Anko and Asuma.

Your argument for Udon and Mogi? He's a trainer for ninja who want excellent training, but merely for genin and academy-level ninja.

Anko and Asuma have feats indicative of their ranks. Ebisu does not have the feats to show us that he belongs in the same league as Anko, much less someone like Asuma.

No counters to Obito (Mangekyou/Spiral Zetsu Armor) being in A?

On Ebisu- his databook physical stats are tiny. Basically he's highly skilled, but has no juice or body to put it to good use.

He's both the most skilled special jonin listed overall... and it looks like Iruka would be a really hard fight for him because everyone is stronger, faster, and tougher than him.

"Jonin or ANBU," rather, the "Or ANBU" being a big thing, and I'm guessing that 'jonin' in this case means 'mainly Tokubetsu'. Still, rather impressive. I could see him at A+. He doesn't have his later speed or other tricks (no spare eye, no time to train genjutsu of note, etc.), but phasing + wood is nasty.
