Key word is spinoff. Lee and Neji haven't appeared in the main comic in years. The other konoha teams never had much plot relevance anyway.

Also Kiba isn't developed at all. Sure he got 2 whole fights but he wasn't developed as a character much at all. Hinata got much more focus, character introspection and relevance in the plot.

If they have no real relevance to the main comic(and they don't) then let them star in a spinoff. He clearly doesn't hate them. And of course they haven't. This isn't that type of story.

Pretty much. But there is nothing wrong with that, so long as it's consistent. I mean the villains come and go but at the heart of the story is Naruto and his relationship with Sasuke. That has really been the constant throughout the manga.

I would disagree.
Whereas Kiba... got his ass kicked by Naruto and Sakon/Ukon and done nothing else of note, amiright?
Hinata has actual motivations, a fleshed-out personality, conflicts and backstory. Kiba is just that dog guy.
Hinata was the only one to try and save Naruto and admitted her feelings towards him. Thats more character development than Kiba has.
