It's not just a matter of relative-ness.
I actively like One Piece. I view Naruto as better-done than One Piece at the moment. If something's better than something else I actively like, then heck yea I'm probably going to like it more 🙂
Note how I also touched upon a lot of stuff like pacing and the similarity of older and newer flashbacks and twists, and mentioned stuff that I like that's exclusive to part 2, like the greater world building, and the development of characters (I mean, current Naruto might not be to your tastes, but he really has grown over time, and I like that).

Yeah it does seem to be missing something. Maybe it is because it's incomplete. DP notices the details I see.

The only thing I can think of is him unlocking the Rinnegan and getting a Mountain busting Susano'o like Madara.
And I have no idea when he learned that. Honestly why they couldn't just throw a tentacle is beyond me.

I thought Kakashi ported the Hachibi into his dimension, but missed the tentacle. Why would Naruto throw a tentacle at the Jūbi?
Kurama's preferred tactic was to get in close and do some damage, and they clearly cannot do anything to it with their Bijuu-damas from long range.
