Fanservicey, sure, but she gets a share of wins and a good amount of screen time. Robin almost never gets a fight of her own. And then there's Erza, the top female character in all of these when it comes to both winning fights and general portrayal (she's both a female main, and stronger than the male lead!).
Oh yea, I guess Ken Akamatsu with Negima, is high up there too. He does fanservice, but for both sexes, and the most powerful character is female, and the female fighters, even the minor ones, are regularly highly effective.
AuraAngelWell I think it's just that Kubo's characters cover more ground. There are the attractive girls who are aware of their assets and proud of them like Rangiku while some like Isane are more reserved. And then there are the middle of the road girls that are comfortable in their bodies regardless like Rukia, Soifon, and Yoruichi.
With Kishimoto I kinda have sympathy because he's fully admitted that girls just do not come easy for him when it comes to creating them. So I kinda take his ignoring of them to mean he just doesn't want to screw up(which he still does a lot lol).
And Oda has degraded by slapping big breasts on all of the girls. But I guess the girls do kinda get to do more...though I don't think Robin has ever had a good fight to her name. And looking back I kinda wish Oda had let Nami fight Monet.
Kishimoto, yea, I give him a pass as well since he does admit to having some problem, and when the female characters do show up, it's not rare for them to pull highly effective stuff (Tsunade, Temari, Chiyo, Ino). And there is a fair amount of variety in his female characters as well. His main problem is giving them something of the shift on development, mostly Sakura, but that's really not that big a sin.
Oda's one-body-type thing for female characters does get old, plus the sexism of a few characters.
