I would say that context was more 1v1 one than overall utility.
As far as 1 versus 1 goes, I see Minato beating any of the Hokage and a mortal Madara.
I see Madara and Hashirama doing better against an entire army, however. Much better, in fact.
Minato is great at taking out entire platoons of ninja. But Madara and Hashirama are great at taking out entire armies. 😐
