Even in the fight against them he was able to hold his own. The series was on a smaller scale of power back then, least showing a smaller scale, but it was never implies Hashirama or Tobirama were weaker than normal.
They were toying with him, taking him apart at their leisure. He got his ass kicked once the two Kage were summoned.
Kishi has now taken the series to a whole new scale of power which has become ridiculous compared to the beginning which throws the whole power rankings out the window making Saru seem so weak, and Minato despite what people say about him, in his showings hasn't shown any huge powers, and all his attacks are upgrade or made up from existing attacks.

All three have various people refer to them as strongest, and Hashirama and Madara referred to as the strongest by the narration on a chapter beginning IIRC. But Hashirama has the feats to back it up, as does Madara.
I won't deny the power creep. But if Sarutobi was intended to be the strongest, those days are long past.

No, the Perfect Susano'o that can bust a Meteor with one slash, and cut through distant Mountains with the force from said slash.
Madara never had the Giant Meteor when he fought Hashirama. The Giant Meteor is a Rinn'egan related ability. At least, I think it is, given that he had the Rinn'egan active, and Nagato used what looks like a small-scale version.
