You prolly mean the Yin half, but yeah, Oro/Minato could perform the Reverse Dead Demon Sealing Tech again, and could then seal the Kyuubi's chakra into Sasuke.

Only times I can recall someone getting de-powered was:
a) Kurama losing half his chakra, though based on his size compared to the other Bijuu right now, I think he might have recovered most, if not all of it.
b) Sasuke losing Oro's techs and the Cursed Seal, though he did get the MS in return, and eventually, it made him far stronger than he was pre-MS.
c) Kisame losing Samehada, who apparently accounted for half his strength.

If so, Summoning Jutsus have only been around for 50-60 years. Tobirama did have high level S/T jutsu though. Like Aura pointed out before, the one-two battle feats Tobirama has, have been replicated by mooks, and Mei as well I believe. Not a knock against Mei, but Tobirama's supposed to be the best Water-Release user out there.

Cause Kabuto was able to control like a few hundred people, and make Madara super special awesome. Also who have all created water out of nowhere? Kisame who is a chakra beast. I really don't remember anyone else doing that but I am probably not caring enough to since I'm not looking it up haha.

Anyway, yea. Like you say, not a knock against Mei, but she's not even a single-element user, she's diverse. If you're going to be famous for an element, you better be better at it than someone with a range of them.

Was referring to the 'not requiring an abundant source of water for a Water tech', which is the major reason as to why Tobirama is supposed to be the best Water-Release user.

Well knowing they were going to be using water jutsu, it could be like water benders and carry water around. Ninja always come prepared.
Mei is Mizukage so she has to be powerful enough, Kisame is well still one of the strongest characters, and Itachi cheats so he was hiding water.
You got the power chart backwards. Everyone is more powerful than Sasuke after all. Even Suigetsu, he just chooses to follow Sasuke because Sauke saved him from Oro.

Ah yea. That part seems to be have rendered less significant.
Though, as Kakashi seems to have only done Water Dragon if there's water about, perhaps it's just rare to do very high level water techniques without a source, rather than any water techniques period.

Yeah. If Tobirama does have a battle now, he'll probably receive feats that are more in line with Part 2's Kage-level standards.
I'd say it isn't very rare as we did see a bunch of ninjas do it. There's also Darui. If anything, it probably requires more chakra to create Water, than it does to use a pre-existing source. Kakashi might not bother creating Water as he has low chakra levels.
