Are you really so innocent that you believe racism to be, for lack of a better comparison, completely black and white?
Take this statement: "I don't believe in the persecution of black people. But they are more fit to manual labor because there genes make them stronger."
It's not a venomous statement but it is still quite racist.
As is Tobirama's logic. To an extent yes anyone could betray the village for the sake of their clan. But the fact that he considers the Uchiha to be the one most likely to do so because of something that makes them different(eyes) is what makes him racist.
Or for a more real life example look at Joseph Conrad. He was certainly against the treatment that Africans were seeing at the hands of the British but some still argue he was a racist given his obsession over skin color and the fact that this problem can seemingly only be solved by white people.
