kishi through his characters said that their full power is not realized in zombie mode, however the perks of instant rejuvenation, chackra that won't deplete, and "immortality" outweigh having your full power
being sealed is a defeat for both the living and dead so it's a wash, but theoretically gai as an edo could beat almost anyone through attrition and/or indefinite 8 gates mode
Madara effortlessly broke out of the seal Hashirama placed on him when he became a human rather than as a Zombie. Maybe it could be that being a zombie just makes the Edo Tensei feel disconnected to the fighting in general and so they operate on a slower level. The human body feels adrenaline and gets a boost from it which a zombie naturally doesn't get. This could explain how top tier characters like Deidara and Sasori can be blitzed by Sai of all people.
Maybe Madara sees such a boost as superior to the benefits of the Edo Tensei. I would disagree but given Madara's plans his opinion makes sense.

Sasuke is supposed to be a smart guy, and would know that he could do just as much for the leaf being the leader of the sound village or something, and that no one would ever accept him as Hokage except Naruto, which doesn't really matter.
