The manga supersedes the anime; Kishi never showed the cloak in the manga, and he didn't in the tankōbon as well (which is where he fixes any of his mistakes in the original print).
We saw what happened when the Konoha 11 jumped into Naruto's Bijuu mode. They got a cloak like Naruto's. Sasuke never had anything.

Tbh, it's hard to gauge what exactly Hamura can do. Byakugan + Yin Seal (and possibly the Truth Seeking Ball) is literally all we know he could use.

I'll wait until the movie before seeing what level Hokage Kakashi is at, but S kind of seems reasonable.

I think him, all his elemental jutsu, plus the kamui he was able to use so much against Obito is S+ (and a pretty good S+ at that, not many have a defense against a kamui fast enough to intercept kunai), while sans sharingan is S.
