Yeah, I don't know how Sasuke was able to justify that. At least he had a good justification for killing Itachi, but everyone in Konoha?

In his mind it is unjust that the village can order Itachi to murder his entire family on behalf of Konoha and then brand him as one of histories biggest monsters while someone like Danzo, who preaches about how shinobi should be self-sacrificing but is ultimately just a coward trying to save his own skin, can become Hokage. The deaths of innocents can be handwaved away: didn't the village order innocent Uchiha children dead as well? Numbers don't play role in his thinking.

We've never been given an indication that Sasuke lives by that particular philosophy. Sasuke very much believes in killing the people that he thinks deserve it. Like Obito.
It was. But not only did Danzo become Hokage, all the other Kage got in Sasuke's way when he tried to kill him.
Sasuke did nothing but live to kill Itachi after the Uchiha were killed. I mean, its one of the reasons I dislike Neji when he appears is his taking things out of control with vengeance. Neji however changes because talk no jutsu proving his ideals were dumb. And Hiashi being like 'so yea this is what actually happened cause I need someone strong to leave Hyuuga too and Hinata is a wimp.' Like the only time I like Sauske is chunnin exams. When he stops being so bent on vengeance and starts being friendly and junk. It's like beginning Sauske just annoys me, chunnin Sasuke is alright he's changing yay. Then VotE Sasuke and onward is where I don't like him at all . Cause the things be chose to do. Abandon the village, try and kill Naruto, his whole crazy time after Obito tells him Itachi loves him. His willingness to kill yet for some reason random fodder ninja are okay to leave alive.

By the end of it Sasuke has resigned himself to being the villain because that is what Itachi had to do. It's what the Uchiha were best at. He had pretty clearly abandoned all hope for a happy life.
Oh no Sasuke has always been a criminal. The moment he went to work for Orochimaru, a guy who murdered two Kage and made enemies of two nations, killing Sasuke would have been understandable. Tsunade just doesn't make a big deal out of it because she wants to help Naruto save him. The other Kage, while perfectly within understandable rights to kill Sasuke(after all if he was found snooping in the Land of Lightning it probably means Oro is up to no good) would never bother with it. Sasuke is Konoha's problem so let them deal with it. Danzo was still planning to get Sai to kill Sasuke just for leaving so he's already in the black book. It wasn't until he "joined" Akatsuki and captured B that Konoha's Rogue Uchiha became a much bigger issue on the world stage but he's been a criminal much longer.

Looking back I don't think Sasuke was actually registered as a criminal until after the Pain Invasion, so he still had an out sort off.Also I though Danzo was only acting Hokage which was immediately put into question after Ao exposed him trying to genjutsu Mifune.

And the Mist had that lovely tradition of forcing children to kill their best friends to become ninja. Sasuke is not a good person but in this setting that isn't surprising.
