Yes but recall that he said he could make a bigger one to restrain naruto after he went 8-tails. Meaning he at least had enough left for one Chibaku. A dragon should be nothing especially since he summons them all the time for that bijuu extraction technique.
All he was going to do was pour more chakra into an already make Chibaku to make it bigger. He wasn't going to create a new one.

It's translates best as "make this one bigger."
In context, it really probably didn't make much of a difference to the translators though since it wouldn't make sense for him to start over if Naruto was already inside of it, but certainly it's not something like "make a new one bigger."
Edit: "sara" is the part that is probably what makes them say that because it can be used to mean, "'(*condition* 'sara'/if this continues, then blah blah blah)". But it simply mentions making it bigger rather than making a new version of the jutsu bugger.
