Which is precisely what Naruto did. Don't you remember when Sasuke got his third Tomoe? It was from Naruto beating the shit out of him. 🙂
What exactly was there to decide on? It was Raikage saying he can't trust them, Gaara calling the customs of old stupid, and they need to help each other, and then Tsuchikage telling Gaara about how some of the countries have used Akatsuki before all agreeing to get rid of Akatsuki. The only real decision that needed to be made was done by the leader of the Land of Iron.

Well, they did, in the end, ramble about nothing. They didn't know that Naruto already went off to talk to the kage out of killing Sasuke.
I liked it that we see a byuakugan as an eye that can be stolen, too. I wondered why we didn't see a byuakugan stolen...but we saw like...2 sharingan's stolen.
