I would think Seals would be good against zombies. Remember the paralyzing one that Danzo used on Sasuke?

Then there's also the Hidan approach.

I moved Gaara up one step as previously suggested, and I added the S rank 🙂

Now, for S, I don't want discussions of S+ yet, just opinions on who should be in S. The Sannin? Which Kage? Konan? Etc..

Also, it occurred to me that while young Sarutobi was super badass, it might actually make sense to put him in S-, in order to beat Orochimaru he had to use a suicide technique after all, and Orochimaru and his two zombie weren't fighting all that hard or using their best moves.

Hm, thinking of putting Taiseki (invisible Jonin who took Kakashi's eye) at B or B+ and Kakko (all-arounder who broke Kakashi's chakra blade, but was outmatched when Kakashi got his sharingan) at A-.

You know for Hiashi and Hizashi vs A, it strikes me that Hiashi doesn't have to penetrate the raiton armor. He could just kaiten every time A got close to toss him back with force.

And Hizashi could do moves similar to the lion's fists.

If piercing won't work, go with impact.

Tsunade would make a good S rank. Konan might be a little bit higher than S. Not sure about the other Kage.

A is much faster than either Hiashi or Hizashi could react to. Hizashi, since he wouldn't know kaiten, wouldn't be much of a threat. Hiashi may cause trouble with kaiten but A has the speed and stamina to wear him down if need be.

Because he can't control 2 elemental chakras which is a requirement for jonin. Seems like the easiest and most obvious.

Kakashi apparently means that it is only usual for Jonin to have two, not that it is required.

And Neji, Temari, and Kankuro have never demonstrated control over more than one.

I was thinking that it was a requirement.

Pretty good memory from almost exactly 4 years ago, eh?

Also, on the other three, it could simply be that they have it but haven't shown it. Why would I make an exception for those 3 but not Shika? Because Shika is far more lazy than the others and would be far more likely to "not be arsed" to use other types.

I am disappointed Onoki didn't get to fight. Is he *just* a firepower money with a flight jutsu (and thus sorta Deidara-ish), or does Dust have more uses and flexibility?

Young Sarutobi? You mean the one we saw during the flashback? Sarutobi in his Prime was implied to be vastly superior to his old-age counterpart, such that people like Iruka believed him to be the strongest Kage ever. That IMO, is SS class. As for old-age Sarutobi, he would have virtually the same jutsu as Prime Sarutobi + a few others maybe (like the Death God tech), and he was saddled with lower stats. Even if the two Kages & Orochimaru weren't going all out, fighting three Kage level characters at the same time, and nearly managing to win is an very good feat. IMO, he's probably S+.

I'd put Kisame with Samehada in S+, with an asterisk to note that his power can increase in proportion to his opponent thanks to Samehada. Samehada gave him regen and the ability to rob an ungodly amount of chakra per swipe, near instantaneously. Also, the Sannin, or rather, Orochimaru & Jiraiya, I would put in S+. Tsunade should be in S for now, until she demonstrates an uber power-up/form/ability like those two have.

Sasuke with Orochimaru absorbed can be in S, seeing as Start of Part 2 Sasuke is in S-, and people like Deidara & Sasori are in S as well.

Konan should be in S+, so we can leave her out for now.

As for the Kage during the Kage summit, Mei is the only one I'd put in S, or lower perhaps. She has very powerful jutsu and 5 different natures to manipulate, but we've seen so little of her in action.
The rest are either S (Gaara) or S+ (Danzou, A & Onoki) IMO. Mifune is an unknown at this point. Prolly A+ or even A, since Samurai don't know how to use jutsu, just chakra flow and Sword skills/taijutsu.

That dude Chiriku could be in A or A-. Asuma was surprised that he was beaten, and decided to stop smoking.

That's all I can think of for now. I didn't look at the lower ranks. Just S to A.

I think that's putting too many in S+, which I'd reserve mostly for the most exceptional of them.

One possibility is making the Sannin the dividing line- "You must be stronger than Jiraiya / Orochmaru to get a +"

The number of people in a tier is pretty irrelevant. The way I have it, there are 9 people in S+, compared to 8 in S, or 4 in SS.
Besides, I want SS in there too. 😛
Mainly for people like Nagato, current Madara, and perhaps current Naruto and Sasuke.

I would make those two the dividing line as well, but Jiraiya with Incomplete Sage Mode is very powerful, enough to be in S+ IMO.
He also had an advantage Naruto previously did not, as the Elders could supply him with Natural Energy.
Orochimaru with his Hydra Tech is nearly as powerful. Then there's Edo Tensei, which is no different from using Bijuu and such.

If this were Part 1 Sannin we were talking about, I'd put them all in S.

Against any foe he gains an advantage. Against Jinchurikii, he'd be pushed to the top of S+ tier, if not into SS- territory.

On top of being an S class proper by himself (bijuu level chakra + insane strength & durability + excellent physical stats + excellent Suiton user & good Doton user), he has Samehada which pretty much allows him to rob an opponent of their chakra and use it for himself for anything, including regeneration. Then there is his Water Prison Shark Dance Technique where he fuses with Samehada underwater, with which he could take out mostly anyone. It's why he's best at taking his opponent alive but unconscious.

Mostly because he was pretty worn out from his battle with the Kumo & Suna nin, and his overuse of Susano'o. He was also in an enclosed space so the acid effect was likely more potent due to there being no escape for the mist. I doubt she'd do half as well against a fully rested Sasuke not spamming Susano'o.

I'd say Orochimaru is S+, easily. The only thing that can pwn him is the Sharingan. There is literally nothing he can't stand against.

4-tails Naruto is stronger than any other fully released Jink besides MAYBE 8-tails. Oro. said that Naruto would lose to Sasuke ONLY because Sasuke had a way to null Naruto's Kyuubi chakra (He can just enter Naruto's mind and insta-seal the chakra back.) Remove that one little trait of the Sharingan and Sasuke and any other S-Class gets their asses handed to them.

Jiraiya is a solid S class...maybe even pushing the S+ area. Oro is most definitely a solid S+, imo.

It's just those damn Sharingan users that really **** up my boy, Oro.

Oro could summon any deceased fighter he needs, anyway, and the only feasible way I can see beating him and his controlled summons is the Shinigami seal.

Anywho...

I vote Oro. to be S+ simply because there's no way to beat him without a Sharingan and the last person to know the Shinigami seal died.

Yamato (only if Naruto has the necklace)
Sasuke
Madara
Itachi
Pain (full power)
B

Too stringent and arbitrary to rely upon 'beating 4-Tailed Naruto' as a measuring stick. Using Jiraiya or another ninja as the cut-off makes more sense IMO, but I view even that as arbitrary, simply because comparing ninja to another one will give skewed results in certain cases.

Deidara for one could likely beat 4 Tailed Naruto if he puts enough distance (entering a close range fight is suicide for nearly anyone, never mind Deidara) and uses C4.
Kisame would just use Samehada and absorb the chakra, or he could use his Water Prison Shark Dance Technique to slowly KO Naruto. Not that this matters anyway, since I think Kisame with Samehada is S+ already. Him having Samehada & facing off against Naruto in 4 Tailed mode, would only make him stronger.

While Orochimaru never specifically stated that Sasuke could only beat Naruto because of his ability to suppress the Kyuubi's power, that does seem to be the case. However, I doubt Orochimaru knew about it, at least until it was demonstrated during the Sasuke-Team 7 fight.
That said, even among Sharingan users, it is incredibly rare as the Kyuubi was surprised. So not every Uchiha with the Sharingan would be able to suppress the Kyuubi's power. Any Uchiha with the MS would likely be able to control the Kyuubi though.

Base Jiraiya is likely S- or S, but because of his Imperfect Sage Mode, and the Elders constantly supplying Natural Energy to him (among other benefits, like that Hax genjutsu), he's S+ IMO.

I amend my earlier statement about Part 1 Orochimaru being S. Even Part 1 Orochimaru was S+, thanks mainly to Edo Tensei. I had forgotten that in his Sannin fight, he lacked most of his ninjutsu and his arms. Manda's also a very powerful summon.
Part 2 Orochimaru is definitely S+ proper. While nearly at his limit, he was able to take on 4 Tailed Naruto and walk away smiling. The dude has insane 'regen' as well.

Itachi with Susano'o would destroy even ET ninjas. It seals them, which is what the Death God did.

Human path of pain can easily beat edo-tensei ninja by removing their souls.

Sasuke manifested the complete susanoo Itachi had at the end of his fight with Kakashi; it was cut short, but I can only assume that it had all the powers of the original.
