He was keeping up with Naruto, even though he isn't going full speed of course. His jutsu seemed very deadly as it is based on environment. He has the ability to record fights and fast travel, which are pretty helpful support skills to have. And he managed to fight off several ninja, one of whom was S class, for quite a while.
That said, Chojuro's surprise attack seems to have put him out of commission. So we may not get to see more. Which is sad, he is Akatsuki after all. And Tobi's right hand man to boot.

Hmmm...Well all Akatsuki are apparently in the S rank by default. And since Black Zetsu seems to be more battle oriented than White Zetsu, I could see S-. And Zetsu(when it's both of them) could probably be S considering White Zetsu's own support skills are pretty awesome and practical.

White Zetsu's support abilities are useful, but IMO not enough for a rank at that high a level.
My thought is shapeshifting doesn't directly stack all that much with Black's combat ability- he'd have to un-shift to use his wood jutsu, so it's something of an either/or, and he's already super sneaky with earth merging. The spores stack a bit more... just not quite enough to bump him on to S level.

Based on the myth, however, Izanagi would be the most powerful because it allows you to do whatever you imagine. It's a genie in a lamp. However, I think those words are both out of context and exaggerated.
