He's the only character, besides super super class Madara, to give Naruto so much trouble. In fact, Roshi actually hurt Naruto a couple of times already with his lava cloak (Naruto was protected from the meteor strike).
So that makes Roshi a very strong opponent.
This should cement Naruto and B as very high end S+...if not knocking on the door of SS-.
Ginkaku and Kinkaku, it should be noted, are a fair bit stronger together than individually when all the treasures can be used. Separately, not so much, and they're rated separately. Even then, they did take their first loss to a S- and Samui and her bro (who just used chakra-flow swords, that's it).
They also don't seem to be able to tail-out at will, and don't have a special chakra release. So the true Jinchuuriki like Roshi are stronger.
The Kin/Gin brothers have little going for them separately. Ginkaku especially since he doesn't have an item that can be useful on its own like the Bashosen. The transformation seems to be linked to emotional turmoil, indicating that the Kin/Gin brothers have little idea how to transform.
That said, they seem to be pretty competent shinobi that did take on the 2nd Raikage and Tobirama, apparently beating the latter to death. And at the very least, they do have the kyuubi chakra to fall back on if they need it. So I like them for S- personally.

On a slight tangent - Every Jinchuurikii that Tobi has is a legitimate threat to Bee & Naruto, with the possible exception of Fuu, though notably, she had the strongest Bijuu from those 6 paths.
