they want UK residents because the author is absolutely loyal to her books, they want home-grown talent, child-labour laws, multi-cultural characters would be casted from special oriental agencies.
and extras are picked from local schools and they get paid 35 pounds a day.
it is quite obvious that they do not want foreign actors playing the characters but there isn't any wrong in trying.

In the American version, each chapter has a picture at the beginning. However, JKR didn't draw these, so they're basically fanart, meaning they're not completely accurate. A famous artist drew them...I forgot her name...you can find all the pics on mugglenet.
It would be incredibly stupid to name a child with an Asian name, then have them be white/black, don't you think? Cho Chang is almost certainly Asian. If you're Caucasian or African or Indian or anything besides Oriental, and you want to audition, don't count on even getting a reply. SHE IS ASIAN, deal with it.
As for the description: From PoA, she's short, "about a head shorter than Harry" and we know that Harry's pretty short. "Extremely pretty" was in there too, and Cedric the handsome boy dated her so we know she IS really pretty. "Long, dark curtain of hair" from OotP. And that's about all. All clues lead to the conclusion: short, beautiful, Asian.
