Well, it depends how you mean. The skills only simulate those immediately relevant to gameplay- whatever technical knowledges you have, for example, are covered in Fix-It and Sabotage.
All Jedi have knowledge of the legal codes of the Galaxy but Law in the sense that a Lawyer would use it is a seperate skill.
Much of history and philosophy is built into Savoir-Faire, though that is often practical experience as well.

It was also weird that you didn`t list Persuade as one of the skills for Cultists, since they are basically fallen Scholars, who have it at +4. I decided to spend 2 of my free points on it on character creation, not sure if it was 100% in accordance to rules, but it didn`t make sense for me otherwise.
Yes, but no reasoned argument is going to bring anyone over to the Dark Side who does not wish it- social rolls are only required on resisting targets. The Dark Side is seductive; it pulls people in with Lies, hooks them with false promises- just look at Anakin.
