what does dubbed over mean by rap terms?

i know if like a movies dubbed, the foreign launguage is changed with english or vice versa. but is it the same thing with rap, instead like biting someone elses rhymes and claiming them as your own?

heres an example to make what im tryin to say a little clearer: jay-z dubbed over ugk's track touched with this line from 99 problems
