The problem with the "Enemy of the State" storyline is that it is indicative of the bastardization of Wolverine that has increased proportionally to his popularity. The greater the popularity has become then the more ridiculous and poorly thought out storylines he has been put through. Anyone who has sat through high school physics would be able to tell how a fight between Wolverine and the Hulk (or any other powerhouse) would end: the Hulk standing in the same spot and Wolverine four states over. He used to be a tough little runt who would nearly get killed in fights but pull through in the end. He was a mortal and would actually lose fights where he was out matched, but that is what made him so interesting.
Becoming popular was the worst thing that ever happened to Wolverine.
