I don't know, according to batdude Blue Supes was still pretty new and inexperienced with his powers when he did it to Kyle, and Magneto has been screwing with peoples Central Nervous System for a while so I think he might be able to pull it off against Hal too. That's not to say that I think Mags would take the MAJORITY from a decent GL, but I thinks it's quite possible for him to pull a couple of wins.
maybe, i see what you mean... i wouldnt rule him out getting one or two, but i'd still give the majority to an experienced GL...

Now barring that particular technique, I think Eric would be hard pressed to get even a single victory over any GL worthy of the name, but if he went that route I could see him taking a couple.
it's not far fetched, but as you said, without that avenue of attack, he's pretty limited, whereas a GL has versatility to beat the band...
