Here's the deal. You can't say that all rock is better than all hip hop, because just like with anything, there's some crap in both genres. In rock, you have crap like Linkin Park, Nickelback, Creed, New Found Glory, and Good Charlotte. In hip hop, you have crap like 50 cent, Ludacris, and Jay-Z.

Then there's some really good stuff in either genre. There are some rock lyricists that are better than the average hip hop lyricist, and vice versa. There's a big difference between hip hop and rock lyrics though, because rock lyrics tend to be more like poems, while hip hop is a whole lot of words with rhymes at the end of each line. (of course there's rap metal, too, but I won't get into that...) So while Maynard James Keenan is a great lyricist, MF Doom is as well, but you can't really compare the two because they're so different.
