What other ememy would anyone propose other than orcs, nearly mindless abominations in the service of Darkness. Gotta have control and effectiveness so you make them crave blood and serve at the wips end. The orcs compliment the Nazgul very well. Unfourtunetly and strangly the orcs have far more will then the Nazgul, even more then Sauron; for all but the orcs are driven by the power of the ring and therefore crave more then it. They are only inspired and pushed to do their duty by the ring. 😘
